The Amendment Protocol
The Ostrium Operating System cannot be amended casually. To prevent convenience from overriding safety or integrity, constitutional amendments require:
- Documented Failure Case: At least two concrete, independent real-world cases where an existing constraint blocked legitimate research without providing safety advantage.
- 30-Day Cooling Period: Proposed amendments must be published and held for 30 calendar days before voting.
- Independent Reviewer Certification: An external auditor confirms the change does not weaken non-suspendable containment gates.
- Unanimous Founding Consent: Unanimous approval by founding team members.
Temporary Suspension Safeguards
